How quickly the screen is refreshed. Again, if you are just showing words on screen this isn't too important. Budget equipment can have a response time of 30ms (milli-seconds), the better stuff will be 8ms. The difference can be seen when watching sport, especially football. With a slow rate there will be multiple trailing images of the ball as it moves around the screen.
